More than simply stretching, mobility is the ability of your body to move into and operate in a range of motion (or ROM for short). So put simply, it's your usable range of motion. Stretching is a common remedy to improve ROM, but studies are now suggesting that these results are short lived, and muscles need to be engaged at these end ranges in order to maintain the ability to move in them. So this practice combines stretching with some techniques from the physio world to help you loosen up your hips for stronger, fuller, ranges of motion.
